Vietnam Ranks 5th in ASEAN and 59th Globally in 2023 Government AI Readiness Index

Vietnam has secured the fifth position among ASEAN countries and the 59th spot globally in the 2023 Government Artificial Intelligence (AI) Readiness Index. With an overall score of 54.48 out of 100, this ranking reflects Vietnam’s preparedness to employ AI technology in delivering public services to its citizens. The index, compiled by Oxford Insights in collaboration with Canada’s International Development Research Centre (IDRC), assesses the readiness of governments worldwide for AI implementation.

The Government AI Readiness Index evaluates 193 countries based on 39 factors across 10 dimensions, which are further categorized into three pillars: government, technology sector, and data and infrastructure. These dimensions include vision, governance and ethics, digital capacity, adaptability, maturity, innovation capacity, human capital, infrastructure, data availability, and data representativeness.

Leading the global index is the United States with an impressive score of 84.80, thanks to its unmatched technological prowess. Singapore takes the second spot with 81.97 points, followed by the UK, Finland, and Canada.

The rankings reveal that East Asia, encompassing 17 countries, secured a significant position by earning 51.41 points, placing fourth out of nine regions. This achievement surpasses South and Central Asia, as well as the Pacific region.

In 2021, the Vietnamese Government introduced a comprehensive national strategy aimed at researching, developing, and applying AI technology until 2030, with the ultimate goal of transforming Vietnam into an innovation and AI hub in ASEAN and globally. By 2030, Vietnam aspires to be among the top four countries in ASEAN and the top 50 globally in terms of AI research, development, and application. The country also aims to establish ten prestigious AI trademarks within the region and develop three major national data and high-performance computing centers.
