Singapore Sets $52 Million AI Initiative to Develop Southeast Asian Large Language Models
Singapore is launching a groundbreaking initiative to develop large language models (LLMs) specifically for Southeast Asia. The Infocomm Media Development Authority (IMDA), in collaboration with AI Singapore and the Agency for Science, Technology and Research, will spearhead the S$70 million ($52.3 million) National Multimodal LLM Program (NMLP). This two-year project, funded by Singapore’s National Research Foundation, aims to bridge the gap in LLM models, which have predominantly Western origins. By creating a base model with regional context, Singapore’s NMLP will cater to the diverse culture and languages of Southeast Asia.
This effort will enhance the nation’s capabilities in artificial intelligence (AI) research and innovation, stated the partners in a joint announcement. Leveraging the high-performance computing resources of the National Supercomputing Centre, the program intends to propel Singapore and the region forward in terms of AI capabilities.
The NMLP aligns with Singapore’s larger goals outlined in the Research, Innovation and Enterprise 2025 plan. Furthermore, it supports Singapore’s national AI strategy 2.0, which seeks to establish the country as a global leader in AI solutions by 2030. This strategy, unveiled at the Singapore Conference for AI by deputy Prime Minister and Minister for Finance Lawrence Wong, aims to foster the development and deployment of scalable and impactful AI solutions in sectors crucial to citizens and businesses.
The NMLP has three primary objectives: building skilled AI talent in Singapore, supporting the growth of an AI-powered industry, and establishing a trusted AI environment. The program will provide financial assistance and access to high-end computing for local researchers and engineers, stimulating the development of LLM-enabled solutions for enhanced productivity and new business opportunities. Furthermore, it will deepen the understanding of LLMs and contribute to AI governance, promoting the responsible and ethical use of AI technology.
Dr. Ong Chen Hui, assistant chief executive of Biztech Group at IMDA, emphasized the program’s significance, stating, By investing in talent and investing in large language AI models for regional languages, we want to foster industry collaboration across borders and drive the next wave of AI innovation in Southeast Asia.

With this new initiative, Singapore aims to not only position itself as an AI hub but also facilitate collaboration in the region through language-enabled technologies.
