Blake Lemoine was part of the AI team at Google until last year. He has revealed in an interview with Futurism, that Bard was being developed in mid 2021, which could have been released around the same time as ChatGPT. But due to security concerns raised by Blake, the project was put on hold. Furthermore, Google is having advanced tech that is still in the development stage and has not been released yet.

Last year, Blake was suspended and then eventually fired from Google for claiming that an AI chatbot developed by Google had become sentient. He said that the AI chatbot “thought and responded like a human being”. After this, Google concluded that Blake had breached their confidentiality policy, following which he was fired.
