Dubai, a city synonymous with innovation and technological advancements, is once again pushing the boundaries by implementing state-of-the-art technologies to combat the challenges brought about by heavy rains and subsequent traffic congestion. The Roads and Transport Authority (RTA) has introduced a Joint Flood Management Room, equipped with cutting-edge tools and resources, to efficiently monitor and respond to water accumulation during heavy downpours.

In the past, heavy rains have caused significant disruptions, leading to flooded roads and lengthy delays, particularly in low-lying areas. However, thanks to the implementation of advanced technologies, the response and recovery time has improved by an impressive 36%. This is attributed to the swift decision-making process regarding the deployment of teams and allocation of resources.

One of the key collaborations is with the National Centre of Meteorology (NCM) to enhance weather forecast collection. By collecting accurate and up-to-date information, the relevant teams can better anticipate water accumulations during heavy rainfall and promptly disseminate crucial messages to the public. This proactive approach ensures that road users are well-informed and can exercise caution while driving.

To bolster the response effectiveness and reduce recovery time, the RTA has embraced various technologies. These include a heat map (GIS Map) that identifies areas prone to water accumulation, locations of pump sites, and resources from participating entities. Additionally, live footage from 450 surveillance cameras placed strategically across 91% of the identified areas with rainwater ponds is displayed on a video wall screen. This allows authorities to monitor the situation in real-time and initiate necessary actions promptly.

The utilization of the CITADEL communication platform ensures that supervisory and field teams are equipped with real-time information regarding ongoing activities. This enhances coordination and facilitates efficient decision-making. Furthermore, the introduction of the Mobile Command Vehicle (MCV), equipped with surveillance cameras connected to the control room, enables monitoring of areas that are not covered by the existing surveillance network.

When adverse weather conditions are anticipated, the RTA proactively engages with the public through digital channels. Information and warning messages are disseminated via social media, alerting road users about the potential impact on the road network and the need for caution. Dynamic message signs on major roads also display immediate warnings for drivers to ensure their safety.

All these groundbreaking initiatives are coordinated from the Enterprise Command and Control Centre (EC3). As one of the largest and most advanced control centers, the EC3 manages an extensive transportation network spanning over 8,000 km. Equipped with state-of-the-art technology, including a 53-square-meter giant screen and integration capabilities with multiple devices, it ensures real-time monitoring, incident management, and crisis response. The center leverages artificial intelligence and utilizes mobile phone data for effective planning, mobility management, and crowd control.

The Joint Flood Management Room operates in close collaboration with partners, including Dubai Police General Headquarters, Dubai Municipality, Mohammed Bin Rashid Housing Establishment, and representatives from main development areas. This collaborative effort facilitates comprehensive planning and efficient resource allocation, maximizing the effectiveness of response efforts.
