AI and Technology Not a Solution to Voter Apathy, Says Afrobarometer Surveys Director
The Afrobarometer surveys director, Boniface Dulani, recently addressed the issue of voter apathy at the International Political Campaigns Expo (IPE) in South Africa. While technology and artificial intelligence (AI) have the potential to address this problem, Dulani emphasized that they cannot replace substantive policy solutions.
Dulani expressed concern about the low rate of political participation among African youth and urged political parties to leverage technology and AI to engage them, considering their heavy reliance on these tools. However, he also stressed the importance of addressing the underlying issues that matter most to young people.
According to Afrobarometer data, unemployment is the most pressing issue for African youth, and they are considerably more likely than older generations to be unemployed and mistrustful of state institutions and leaders. In fact, a majority of young Africans would even tolerate a military takeover if elected leaders abuse their power.
Dulani emphasized that simply reaching out to young voters through technology is not sufficient. Political actors must actively tackle the root causes of youth apathy in order to make a lasting impact.
Another panelist at the IPE, Robert Mattes, a co-founder and senior adviser at Afrobarometer, echoed concerns about dissatisfied voters eroding political party support. He highlighted the significant impact of face-to-face interactions in political campaigns and dispelled the misconception that gifts significantly influence voter turnout.
Mattes stated that research suggests face-to-face contacts have a far greater impact than other forms of voter engagement. Canvassing and campaign rallies are vital in encouraging voter turnout, while the practice of giving gifts does not seem to have a significant effect.
In conclusion, while AI and technology offer opportunities for greater engagement with voters, they alone cannot solve the problem of voter apathy. Beyond leveraging these tools, political actors must address the issues that young people care about the most in order to combat apathy effectively. Additionally, face-to-face interactions and meaningful campaign strategies play a crucial role in energizing voters. By focusing on substantive policy solutions and fostering genuine connections with voters, political parties can make a tangible difference in addressing voter apathy.
