Tech Giants Unite to Combat AI Misuse in Elections

Date:

Twenty major tech companies have committed to protecting the 2024 elections from the malicious use of AI-generated media. The companies, including OpenAI, Microsoft, Amazon, Meta, TikTok, and X, signed the AI elections accord at the Munich Security Conference. This agreement outlines a series of commitments to make it more difficult for bad actors to manipulate or deceive voters using deepfakes and other forms of artificial intelligence. The accord includes commitments to develop tools that can detect, verify, and label synthetically generated or manipulated media. The signatories also pledged to assess AI models, track the distribution of viral AI-generated content on social media, and label AI media where possible. The agreement represents a comprehensive effort by the global tech community to address the potential manipulation of elections through AI. The document encourages the development of provenance signals to identify the origin of content and includes support for the development of technical standards for digital media. However, the agreement does not require companies to implement these standards. While detection technologies can provide estimates of manipulated media, experts believe that malicious actors may turn to open-source models that do not require content provenance tools. Despite efforts to address election-related risks, AI’s development continues rapidly, with OpenAI unveiling a new high-quality video generation model called Sora. The tech companies face criticism that their efforts to combat disinformation may be seen as suppressing political speech, but they maintain that the use of AI to manipulate political speech should be distinguished from free expression rights.
