Kazakhstan’s President Kassym-Jomart Tokayev recently chaired a meeting in Almaty to address seismic safety issues in the country. The event brought together key government officials, emergency departments, and local authorities to evaluate the state’s readiness and response capabilities in the event of an earthquake.
During his speech, President Tokayev acknowledged that approximately one-third of Kazakhstan’s territory is prone to earthquakes. Over the past five years, more than 45,000 earthquakes, mostly of low magnitude, have been recorded by seismological stations. However, he expressed concern over the lack of preparedness demonstrated by relevant authorities during an emergency situation in Almaty.
President Tokayev emphasized that the purpose of the meeting was not to criticize but to make concrete decisions. He highlighted the importance of educating the population on how to respond during emergencies and suggested teaching children about emergency preparedness in schools and kindergartens.
The President also raised concerns about the inadequacy of the warning system and the poor material and technical equipment within the emergency prevention and response system. He stressed the need to revise the warning system to focus on practical needs and ensure timely delivery of information to citizens. Additionally, President Tokayev called for the improvement of seismic monitoring networks and the provision of modern equipment for rescuers.
To address these issues comprehensively, President Tokayev instructed the government to review approaches in ensuring seismic safety and develop a Comprehensive Plan for the Development of the Seismological Industry for 2024-2028. He also emphasized the importance of implementing innovative solutions, including the use of modern technologies and artificial intelligence, to enhance seismic monitoring and earthquake forecasting.
In terms of infrastructure, President Tokayev directed authorities to assess and ensure the readiness of special gathering places, temporary shelters, and the prompt arrival of rescue services from other regions. He emphasized the need to strengthen the seismic resistance of buildings and structures and increase the population’s preparedness for emergency situations.
To conclude, President Tokayev made it clear that ensuring the safety of citizens during earthquakes is a matter of national security. He highlighted the importance of a quick response and coordinated efforts from all relevant structures in minimizing the consequences of such incidents. Furthermore, the President demanded a thorough investigation into the failure of the emergency warning system and criticized the head of the Ministry of Emergency Situations.
