OpenAI Hires Akin Gump to Lobby in DC on ‘Hard’ Regulation Task
OpenAI, the Microsoft-backed startup focused on artificial intelligence (AI), is stepping up its lobbying efforts in Washington. They have recently hired Akin Gump Strauss Hauer & Feld, one of the largest lobbying firms in the capital, to work on bills and regulations related to AI. OpenAI’s move to engage with lawmakers highlights the increasing need for clear regulations in the AI sector.
Akin Gump’s team working for OpenAI includes Ed Pagano, a former Senate liaison in the Obama administration, and Reggie Babin, a former chief counsel for Senate Majority Leader Chuck Schumer. The lobbying effort began in late November, with DLA Piper also providing federal lobbying services for OpenAI since October.
OpenAI’s decision to bring in experienced lobbyists demonstrates their commitment to navigate the complex landscape of AI regulation. This comes as lawmakers grapple with various bills aimed at governing AI technology. One such bill, introduced in the Senate in November, proposes that internet platforms must inform users when AI is being utilized.
Notably, OpenAI had not engaged in congressional lobbying until the fourth quarter of this year, as indicated by federal lobbying disclosures. However, the hiring of Chan Park, Microsoft Corp.’s former senior director of congressional affairs, as OpenAI’s sole in-house lobbyist in October shows their effort to be more proactive.
Akin Gump’s team comprises partner Hans Rickhoff and senior counsel Casey Higgins, further strengthening OpenAI’s engagement with lawmakers. Their collaboration commenced during a period of upheaval at OpenAI, marked by the sudden removal and subsequent reinstatement of CEO Sam Altman.
Altman had testified before a US Senate panel in March, expressing his support for regulations to combat election misinformation and ensure transparency in AI-generated content. While highlighting the technology’s potential, he also urged Congress to establish regulations.
By expanding their lobbying team and hiring influential individuals, OpenAI aims to assert its voice in shaping AI regulation.
