OpenAI Presents Plan for AI Governance with Democratic Decision-Making and Central Agency

OpenAI, ChatGPT-creator, is pushing for ways to regulate advanced Artificial Intelligence (AI). Greg Brockman, President of OpenAI, and Ilya Sutskever, Chief Scientist at OpenAI, recently wrote in a blog post that a way to regulate AI in a safe and secure manner is necessary, especially as AI continues to expand into aspects of our lives. Due to the potential damage AI systems could cause, experts suggest setting up a centralized agency similar to the International Atomic Energy Agency with the ability to audit, test and place restrictions on Artificial Intelligence systems.

OpenAI believes that coordination between major AI players and governments is needed to set up this system of regulation. Also, public oversight will be essential to manage these powerful technologies. OpenAI suggests a democratic decision-making process when it comes to establishing bounds and defaults for AI system implementations. However, below this threshold, the company believes companies and open-source projects can develop AI safely without too much regulation.

The company’s President, Greg Altman, recently spoke at a Senate hearing about the need for an agency to regulate AI. In addition, Altman has said that an “IAEA-style” body might be crucial to govern superintelligent technology, which could surpass human intelligence. OpenAI believes controls must be in place to ensure the deployment of AI systems is done in a safe and secure manner.
