When Blizzard first announced Overwatch 2, the developers hinted at a game which would feature two PvE campaign modes in addition to its traditional competitive modes. During the BlizzCon 2019 presentation, former game director Jeff Kaplan spoke of two distinctive types of PvE modes – hero missions and story missions. Hero missions would involve players coming together and fighting against AI-controlled enemies instead of other players. Meanwhile, story missions would be similar to the story-focused events already in Overwatch, such as Uprising, Retribution and Storm Rising, and would tell stories in and out of the Overwatch universe. Furthermore, these story missions were planned to be seasonal and would rotate every few months. However, Blizzard has recently decided to scrap the ambitious hero mode in order to focus more on the live game.

Jeff Kaplan is an American video game designer and former game director of Overwatch. Previously, Kaplan worked on World of Warcraft and was the game director for the first three expansions of that game. He was then appointed as the game director for Overwatch and led the team which developed the game and oversaw its growth and success. Under his leadership, Overwatch won a number of awards and was praised for its approach to online gaming. After ten years of working on Overwatch, Kaplan left the developer in 2021.
