China Seeks Public Opinion on New Draft Rules for AI Regulations
Public feedback is being sought on new draft rules aimed at regulating the application of artificial intelligence technology in China. The Cyberspace Administration of China has released a 21-article draft focusing on managing generative AI services, inviting comments from the public until May 10.
The draft emphasizes the importance of adhering to existing cybersecurity laws, data security laws, and personal information protection laws. It supports innovation and international cooperation on AI algorithms, while also setting clear guidelines on what content AI-generated creations should avoid.
Specifically, the draft prohibits content that could subvert state power, incite overthrowing of the socialist system, provoke ethnic discrimination or hatred, promote violence, spread pornography or fake information, or disrupt economic and social order. These measures are seen as necessary to address emerging issues in the AI industry, as technologies like AI chatbots gain popularity.
Experts believe that the draft will provide necessary guidance for the development of generative AI, ensuring that boundaries are established and content is created responsibly. While the regulations aim to prevent harmful content, they also seek to promote industrial development by providing a framework for AI technology providers to operate within.
Generative AI algorithms, capable of producing various forms of content, have seen increased adoption by tech companies worldwide. Chinese giants like Alibaba and Baidu have already introduced their own AI models, such as Tongyi Qianwen and Ernie Bot, for applications ranging from searches to autonomous driving.
As the AI industry continues to evolve, regulatory measures like the draft rules in China will play a crucial role in shaping the responsible and sustainable development of artificial intelligence technology. By inviting public feedback, the authorities aim to foster a collaborative approach to AI governance, ensuring that innovations in this field benefit society while upholding legal and ethical standards.
